I suppose the idea of eliminating someone who helped to set a very clever trap. It was Molly and Harrow's doing, and cursing Harrow with such a thing is almost too cruel. Cursing Molly with it causes a big show, and prevents Harrow from having the more personable side of setting a trap. [ because harrow is not very personable. love that girl. ]
Like I said, I do think it's a prank, so that chance is slim. There are still six people who didn't step forward with identification of their powers - not that I trust the word of the people who did, entirely, of course.

If it was a prank, I think it was Eleanor. Of the powers that remained - six who didn't step forward, and six incomplete groups - there were two of the arrows. She mentioned that she had something that could be used to play a harmless joke, and the other powers were blindness, 'oliver twist', and irrational jealousy. Seems logical it was probably the arrows.
